Ability to move a build's priority in the queue

Description of the feature request

With only a limited amount of executors per team, it would be nice to be able to move builds in the queue up/down, or even just some sort of button that prioritizes it to run next.

Use case / for what or how I would use it

Would be useful when there is a large queue and we have a build that needs to run before all the others (deploy, something time-sensitive).

This would be huge for us.
