Xcode 14.3.1 RC now available on the Xcode Edge stack

Xcode 14.3.1 RC 1 is now available on the Xcode Edge stack.

Initial limitations

• This is only available for Apple Silicon build machines
• Only the built-in simulator runtimes are included (iOS 16.4, watchOS 9.4, tvOS 16.4). The next stack update will include additional simulator runtimes.

Reminder: Ruby 2.x versions will soon be removed from the stacks . Review your workflows and upgrade to the latest Ruby version.
