The Firebase Test Lab used by this step doesn’t have devices available for iOS 12.4 - iOS 13.2.x which is the range I need to test. Are there any plans to switch to another device farm, or are there other steps that do something similar?

There are no plans that I could share at the moment, but you should be able to invoke a connection to any device farm of your choice
