iOS Auto Provision with Apple ID fails - missing issuer_id

I’m trying to use the step “iOS Auto Provision with Apple ID”, but it fails with the following message:
Failed get developer portal data: invalid App Store Connect API authentication data: missing issuer_id

I checked and Issuer ID was informed. I tried to remove it and add it again, but the error persists.
