Apple developer account issue - Did everything still not working

Hi there
I’m trying to make ios-auto-provision step work.

I think I have setup everything properly, but still get the error message :
developer portal apple id not provided for this build

Here are screens of what is setup :

(new users can only put one image, i have other screens)
