Android Virtual Device testing fails without running all tests

Sometimes when my Android Virtual Device tests run, only some of the tests will run. The tests that run will all succeed, but then the step will fail anyway.

For example, I just ran a build that should have run about 20 UI tests. 8 of the tests ran successfully, and the rest did not run at all. The test results were marked as a failure.
