This request seems to exist already:

Limit concurrency on specified (deploy) branches, or on project/app level (only allow X concurrency for app Y)

From Viktor Benei [bitrise staff] on 2016/01/14 14:09:23 +0000 There might be a case when you don’t want to allow multiple (usually deploy) builds to run concurrently.
