Issue with use the Apple Service connection

I am trying to connect my Apple ID to my account using the “Apple ID connection” feature.

My Apple account is protected with two-factor authentication, so I have also entered the app-specific password that I previously set up for my Apple account.

However, as shown in the image, I keep receiving an error message that says, “This phone number cannot be used at this time. Try again later or choose a different number.”
