Bump the Bitrise Build Cache CLI to v3.9.0. Xcode builds now report per-blob cache transfer stats — latency, blob size and throughput as histograms, plus exact throughput percentiles over blobs of at least 16 kB — recorded in the xcelerate proxy and sent with the invocation. CAS and KV traffic are reported separately as well as combined.

The transfer distribution is printed at the end of the build, so it no longer takes debug logging to see it:
