- Bumps the CLI to v3.9.1, which stops successful React Native builds from silently producing no invocation at all.
- The analytics service answers a request-body read timeout with HTTP 400, and the retry policy treated every 4xx as final, so the invocation was dropped after a single attempt. Roughly 1 in 6 successful RN builds was affected.
- Also picks up the Xcode invocation fixes from the same CLI release, which apply to the iOS half of an RN build.
